we never know the worth of water till the well is dry.



Awakening early in the morning ,dying  of thirst ,searching for water and your camper found to be empty, for a while yu stuck ,starts searching for water ,screening the bottles  from top ,then middle and even to the bottom ,but unfortunately  in spite of wetted surface ,yu ended up without a single drop. Till the time ,your frustration dissolved in your blood ,activated your adrenal glands ,stroke your nervous system ,blocked yur power to think  and yu finally began abusing reklessely.
..what the fu***..
Where is water..
What the hell is with life ...not a single drop ... And yu start snatching to the things.Abusing the delivery boy.

It's the case of urban life where just not getting a drinkable water just for an hour  boils our blood .Here we expect water to be mineralised or atleat once passed through ion exchanger to adequate it's content to the permissible value . But on the other hand ,1/3 part of the country facing drought.  Drought  ,natural disaster where  expectations are just to have a few litres of water to survive .in some parts of  country especially  district  of maharashtra ,   where situation is more than severe ,just to fetch  10l  pot of water .A semi dig well in marathwada district offering a cohesive competetion to hundreds of people where they are not bothered of falling down ,being rushed or injured.just to fetch few litres of water ,they  endangered their lives.

Drought not only endagered physical life ,but  threatens   social life too.I do remember when my own district faced severe drought for 8 consecutive years from 1998 to 2006.We often had fights ,clashes which had a long live impact  on our  courtesy .Women had to walk a long distance under heavy sunstroke to fetch water for household use.Water scarcity changed  the mode of livelihood.One had  to invest 6 hours a day to just fetch 30 l of water which   cannot be imazined today.
Drought is a natural disaster ,which can affect both rural as well as urban area. But every time it seems to be more crucial for rural area just because of lack of infrastricture ,proper distribution system , rain water  harvesting methods  and transportation.india has a plenty of resources  of water in form of ponds, lakes  small streams ,and river with their tributories ,still the country  faces drought every year .several efforts were taken in past which have following facts .

During  Rajiv Gandhi, the Government  was lending its name to water schemes. Water supply was introduced in the social welfare sector in 1954. Since then, schemes have been introduced, withdrawn and reintroduced. To accelerate the pace of covering villages, the Central government introduced the Accelerated Rural Water Supply Programme (ARWSP) in 1972. It had barely been in operation for two years when it was withdrawn after the introduction of another scheme called the Minimum Needs Programme (MNP). But, to quote from the government's own records, "the ARWSP was reintroduced in 1997-78 when the progress of supply of safe drinking water to identified problem villages under MNP was not found to be focusing enough on problem villages".
To ensure coverage of all rural habitations and to preserve the quality of water, the National Drinking Water Mission (NDWM) was launched in 1986. In 1991, the same was corronated as the Rajiv Gandhi National Drinking Water Mission. Under the ARWSP, all villages and hamlets should have had safe drinking water by the end of the Eighth Plan period which ended in 1995. Six years later, in 2001, both the ARWSP and MNP are still at work. As of March 2000, 26,121 villages had not been covered and 2,13,331 only partially covered (getting less than 10 litre per capita a day).
Yet another scheme for water made sense if it helped accelerate the supply of water or if there was a shortage of funds under the existing schemes. Out of an outlay of Rs 1,960 crore for 2000-2001 for ARWSP, only Rs 848.76 crore had been spent in the first nine months. Similarly, for MNP, expenditure stood at Rs 751.82 crore as against an outlay of Rs 2,015.63 crore.
So our targets were never achieved ,neither the postulated programmes  could solve the water crisis in all villages of india .Atal bihari vajpayee government took some efforts to connect every drought prone areas with rivers and tributories to ensure adequate water supply but the target couldn't be accomplished.
Today ,  world has fibre channelling to process their data to speed of 2-3-4 gigabytes per second ,we too have schemes of digitilisation ,advance infrastructure development but on other side we don't have enough traportation which can facilate water supply to drought area ,people are dying of scarcity of water,farmers are commiting suicide because of crop failure ,it seems as we have adopted a paradigm to advance or perpectual growth in other sector but forgot to strenghthen the real power of nation which is  major contributing sector of agriculture.We forgot the sustainable deveopment ,development of every sector ,caste ,community and region.We seems to be more engagged in urban development  ,thinking it may leads to rural development which can possibly be incorrect or mislead .
